Ray, if I'm reading your message correctly, it sounds like there is a firewall between your WiFi and the rest of the network. If so, you would need to open port 443 and possibly 80 to your exchange server.
There are no settings in exchange that would affect activesync over WiFi - if it's operating via the cellular network, but not WiFi, then there is some sorting of routing or firewall issue present on the local network.
If you can describe your setup in a little more detail, one of us might be able to better assist in troubleshooting.

My senior pastor brought in his iPad and linked it to our wireless network. I had to disable iPad (as well as iPhone) apps linkage on the firewall. Shortly after that, we learned that there is a disconnect between Apple OSes and MS Exchange. Is there some setting that I am missing in Exchange that will allow his iPad and iPhone to interoperate with the Exchange server via WiFi?
