Something else to consider is using a web-based password management system
like the one Adventnet has.  You can download the free version to try it out
here: http://www.manageengine.com/products/passwordmanagerpro/index.html
 
If you only have a couple of administrators that will be using it then you
could get it for as low as $495/year and they do offer discounts for
non-profits.

This should only be an issue with PCs that have been joined to the domain.
The way Windows works is to cache the PW locally so that the user can log in
even if the PC isn't on the LAN.  The simplest way that I have found to make
this happen is with a PPTP VPN connection.  When you log into Windows XP
there is a choice to log in with a dialup network connection.  If they do
that, then it will act just like they were on the LAN.  Otherwise, I've
never found a good way to change the cache'd password.  Even if they do it
on OWA or TS, when they log onto the local PC, it will be with the old
password and logging onto OWA or TS will be with the new password, until
they connect back to the LAN.

MTW is on a Windows network and we have GPO's for password change
requirements. The problem is that remote users:

 

1.       Don't remember the signs of when a PW change is needed - so they
think their system is broken and / or

2.       The can't remember the steps for changing their password remotely
(RDP or VPN is what we have now).

 

So, as important at policies are for security, this is a nagging issue and a
growing problem as our network user group expands.

 

Does anyone know of a good, simple solution that would allow users to
quickly and easily change their network password without having to remember
to do an RDP or VPN connection? Or what suggestions / recommendations might
you have for this?
