I'm still fuzzy on what you're trying to accomplish.  What are you trying to do that a regular TV won't do?  Why is it important to have a computer in the mix?

Regarding the TV card idea, you can get USB TV cards, so no PCI slot is needed.  I like the products from Hauppauge (http://hauppauge.com/), and some of them come with a remote control.

But without a better idea of what you're trying to accomplish, it's hard to give a recommendation.
