Paul,
We make good use of Instant Conference (http://www.instantconference.com/). They offer ‘free’ audio conferencing for groups up to 150 users. The free service uses a toll number but they offer 800 service for reasonable prices. I know they plan to offer ‘local’ numbers for international users but I’m not sure it’s available yet. We’ve had good success using them for groups of all sizes and use it with MS Live Meeting for webinars.

I looked into webconference.com, but they are also too expensive. For 20-25 people, they are somewhere in the range of $400-$500 per month. This is similar to what I would be paying for WebEx.
We used to have a webconference.com account that you (Jason) set up for Walk Thru with special pricing; but WebConference canceled the account without notice – I’m guessing because we weren’t using it L

Thanks - great question! Sorry I didn't include that.
Typically, there will be anywhere from 15 - 30 people on the call
planned to be coordinated once or twice a month. If I remember, that
was outside the range of what Skype was capable of hosting.
Additionally, purchasing equipment for each participant is not possible.
While these are Walk Thru the Bible international offices, they are not
really a part of our organization. Rather, they are affiliate local
(local to that country) ministries that operate in conjunction with us
and our initiatives. Understanding that, this has to be something that
is centrally managed and centrally paid for.

I am looking for some good suggestions on conferencing solutions.
Ultimately, we are looking to have a regular conference call between our
corporate headquarters and all of our international offices. Ideally, I
am looking for a free solution J And given that many of these folks are
operating out of small offices with no IT support, it has to be easy.
Of course a standard conference call via AT&T is fairly expensive. I
have also looked at WebEx - but the cost was prohibitive there also. I
like TalkShoe and what it provides, but have had problems with it in
terms of audio delays and distorted audio when using the Shoe Phone.
Any suggestions on cheap or free services that might be a fit?
